Brogdon has provided consulting services in the areas of railroad operations, management, facilities planning, design, construction, and maintenance since 1975. Prior to this, he progressed through the ranks of the operating and maintenance departments of the Missouri, Kansas & Texas Railroad and the Chicago, Rock Island & Pacific Railroad, with broad management responsibilities.
Railroad experience: · Management of switching and terminal operations for freight and passenger trains at the following major rail locations: Chicago, South Chicago and the Pullman/Calumet Port District; Peoria, IL; Dallas, TX; and other Division assignments in Iowa, Kansas, Oklahoma, South Dakota, Minnesota, Missouri, Arkansas and Tennessee.
Consulting Experience: · Provided management for the organization, operation and rehabilitation of track and rolling stock for the Eastern Shore Railroad, a Short Line at Cape Charles, VA, including marine equipment, i.e., tugs, barges, and float bridges. · Served on assignments for projects with the Federal Railroad Administration and the United States Railway Association {planning agency that established ConRail} to recommend standards of maintenance and operating plans for Penn Central branch lines not included in ConRail in the 17 states served by ConRail. · Rail planning, redesign of facilities, operations and track maintenance for the Port of Palm Beach, FL; Port of Pensacola, FL; PTRA serving the Port of Houston; Port of Vancouver, WA; Port of Longview, WA, Tacoma, WA Municipal Belt Line Railway serving the Port of Tacoma. Determined maintenance needs, estimated costs, wrote specifications, CPM’s contract documents {Bid Sets} and assisted client in selection of contractors. Also, when necessary, operating rule books, safety rule books, and rules exams were composed to fit the operation; classes held and exams administered; and a program set up to meet the requirements of Title 49 CFR 240 dealing with drugs and drug testing, and the certification and licensing of locomotive engineers.

Education · Bachelor’s Degree in Business at Southeastern Oklahoma State University {1958} and completed the credit hours of graduate studies in Business Management and Industrial Engineering at the University of Oklahoma {1959} maintaining a 3.6 average overall {on a 4 point}. |
