Jerry Sullivan has over 35 years of experience in all areas of construction and development. He has field supervisory experience with site, infrastructure, and all subtrades of building construction of all classifications. He assists attorneys in pre-trial settlements by his investigations and application of construction expertise for damage claims, and analysis of defective construction. He is a consultant for design and build projects, and for individual areas of construction. He has held a consulting assignment providing inspection and project coordination on large Bay Area water pumping plant and delivery pipe system. His forte is in coordinating the design and construction of land and building development projects from concept to completion of all construction. He is a practiced at evaluating construction schedules and determining problems and required updates required by delays. He is proficient in specifications and contract formats for trades and crafts required for engineering, building construction and development. He is experienced in the origination of detailed estimates, feasibility studies, project pro-forma, cost engineering, value engineering, and analysis of change orders and cost overruns. His BS is in a field of Engineering. He is licensed in the State of California as a General Engineering and General Building contractor. He is experience in real estate sales, funding, and in coordinating the real estate activities for developers. Background and Summary of Experience During breaks from the college years, Jerry worked for contractors in the Central Valley area of California, starting as a laborer, and was a construction surveyor and layout engineer for three summers on highways and commercial projects. Following graduation with a BS in a field of engineering, Jerry worked in estimating and was soon promoted to area field superintendent in charge of 7 Forman construction site and infrastructure work. The assignment of a senior superintendent as was the custom in the industry at that time during the ‘60s required that he concurrently provide what is now called project management and project administration. Nowadays with the multiple companies of consultants, these are separate positions. He had responsibilities for profit and loss, and answered for all issues directly to an owner. In 1972 he moved from engineering construction to general building construction with a highly regarded and professional company constructing municipal buildings, wastewater treatment facilities, and office buildings including all tenant improvement work. Many of these buildings were for negotiated projects and represented repeat clients. At that time he was a senior project manager in charge of field superintendents and provided project administration and again was responsible for profit and loss and reported directly to the owners. He has worked closely with attorneys in the preparation of CCRS and Design Guidelines for development projects. As a VP of a development company, he had authority to enforce compliance by other builders of projects in parks owned by the developer. His list of projects, which he has managed or supervised, is extensive as he supervised field crews for many simultaneous projects in general engineering and building construction. He usually supervised between 4 and 7 field supervisors. His background is unique in that he has had assignments in field supervisory positions, senior project management, and overview positions in estimating, marketing, client relations, and negotiated contracts. In 1983 he moved to the construction of development projects where he was a VP and manager of design and construction. Including site, infrastructure building, and all tenant improvements or interior build-outs. This assignment required the management and or overseeing all design and engineering disciplines, including geological and geotechnical, environmental, and special consultants. He has a good grasp on the extent of the errors and omissions often associated with improper or lack of detailed design by licensed professionals. He has a rather stern view of the expected fees charged by design professionals for change orders resulting from inadequate or insufficient design details or written specifications. He feels that most often change orders can be prevented at the design phases by proper and through review of all details and specifications. The value of the projects measured in current dollars would be approximately two billion dollars of construction or development. A good portion of his work with attorneys has facilitated pre-trail settlements as a result of his through knowledge of construction trades and procedures and techniques. His hourly fee for normal consulting and investigations is based upon the average acceptable rates for expert witnesses with a slightly higher fee for depositions and court testimony. All expensed including travel costs are billed at cost. Depending on the size of the case, he requires a retainer in advance equal to ten hours of work. Jerry is a well trained photographer, has extensive photographic experience, and is capable of providing professional level forensic photos to support his own work. His work has been based primarily in Northern California – Silicon Valley, and Hawaii, however, he willing to travel anywhere as required by a client.
